Ritual Masking, bug or intended?

I notice that once I get Ritual Masking, I can cast destruction rituals on anyone, even without framing an opponent. Is this intended? The opponent doesn't even need to have any kind of active vendetta or blood feud going on, I can just cast. Against the AI, I haven't even bothered with framing anyone, I've just been using Ritual Masking as "unrestricted Destruction rituals", but it somehow seems off.

I believe it is working as intended. And I agree that it seems a bit odd, but I try to think of it as you have reached the point where you can hide your actions well enough that the conclave can no longer prove it was you, even if everybody knows you did it.

I do wish it still cost you the extra resources for masking (assuming you couldn't otherwise perform the ritual) even when you don't choose to frame someone.
